Yes — CPU, GPU, memory and storage are stress-tested under load, thermals are verified, and the OS, drivers and firmware are configured before handover, with documentation.
That's the normal starting point. Budgets get split honestly across components — the GPU isn't always the right place to spend, and I'll say so.
